Exercise Report ConvEx-3 (2008) International Emergency Response Exercise
The purpose of the ConvEx-3 exercises is to test and evaluate the exchange of information and coordination of the international assistance during a major nuclear emergency. The ConvEx-3 exercises provide an opportunity to identify shortcomings in the national and/or international emergency response systems that might hamper the response aimed at minimizing the consequences of a nuclear accident.
ConvEX-3 2008 will be held at Laguna Verde Nuclear Power Plant, Veracruz, Mexico on 9 and 10 July 2008. The World Health Organization (WHO) will take part in this exercise which is coordinated by the International Atomic Energy Agency (IAEA).
In this exercise WHO will be testing in particular its Strategic Health Operations Centre and the Radiation Emergency Medical Preparedness and Assistance Network (REMPAN) as key tools of WHO's activities for public health risk detection, assessment and response under the umbrellas of the two Emergency Conventions and the International Health Regulations (IHR-2005). In particular, the WHO Regional Office for Americas(AMRO/PAHO) and the WHO Country Office in Mexico will interact with the National IHR Focal Point of Mexico to test communication channels under the IHR.
