Assessment of the Impact of the Revision of SSR-6 2012 to SSR-6 2018 to Indonesia Transport of Radioactive Materials Regulations | Prosiding SKN 2023
Indonesia has published the regulation on Safety and Security on the Transport of Radioactive Materials since 2015, Government Regulation No. 58 in 2015 (GR 58/2015). This regulation adopted the IAEA-specific safety regulation (SSR) No. 6 in 2012, which was revised with the SSR-6 revision (SSR-6 (rev.1)) in 2018. The change made in the SSR-6 (rev.1) needs to be analyzed as the basis of the necessity for the amendment of GR 58/2015. This study compared SSR-6 2012 and SSR-6 (rev.1) in 2018 to find the significant change that could impact GR 58/2015 provision. Based on the study, it can be concluded that the addition of a new type of SCO, which is SCO-III, has to be included in the government regulation to be in line with international standards. The existence of SCO-III in the regulation could be a solution for the transportation of the large size of material that is activated or contaminated such as radioactive waste from the process of upgrading or decommissioning of a reactor. Moreover, adding the SCO-III also affect some part of the provision that requires to be updated. Some other changes do not directly impact GR 58/2015; however, they impact the lower regulation hierarchy. It can be concluded that Indonesian authorities are required to revise the GR 58/2015 to follow the SSR-6 revision.
