The development of regulatory culture and code of ethics for BAPETEN

The practice of regulatory culture in a nuclear energy regulatory agency (BAPETEN) is very important to keep up its competence, effectiveness, and credibility. In the 2018-2020 periods, BAPETEN cooperates with the Faculty of Psychology of Gadjah Mada University conducted a study to develop a regulatory culture for BAPETEN, including relevant organizational values and the needed Regulatory Culture Index. The study extensively performed desk studies, interviews, and surveys to wider groups of staff and stakeholders. The results of this study, both as bottom-up and topbottom processes, recommend organizational values, namely AMPUH, as a reflection of regulatory culture. AMPUH was then formally adopted in the 2020 to 2024 BAPETEN Strategic Plan. However, the Strategic Plan does not explicitly mention the regulatory culture and the regulatory culture index. On the other side, the organizational values of BAPETEN never have been in line with the code of ethics. Thus, the sustainability of regulatory culture is at risk. Therefore, the problem identified in this paper was: How to develop and integrate BAPETEN's Regulatory Culture and the Code of Ethics policies? The method used in this paper was a combination between analytic, descriptive, and quantitative approaches with primary data from surveys and interviews and secondary data from reliable references. This paper concludes that strong support from BAPETEN top management and engagement of all the staff, including the agents of change, is inevitably required in order to ensure the sustainability of regulatory culture in BAPETEN through a coherent integration between the policy of regulatory culture and the policy of code of ethics and code of conducts.
