The Development of Country-Specific Nuclear Safety Culture for Indonesia: a Preliminary Study | Prosiding SKN 2023
Standards and technical documents on Nuclear Safety Culture have been intensively developed by the IAEA since the nuclear accident at Chernobyl NPP in 1986. The concept of Culture which is integrated with nuclear safety, leadership and management systems has been stipulated for Indonesia in the 1997 Law on Nuclear Energy. The development of the concept of Nuclear Safety Culture and its regulation in Indonesia has been initiated since 2006 by adopting IAEA standards and guides. From international learning, the question arises was how might national culture influence Nuclear Safety Culture? This question is very important to be answered to build public trust in nuclear safety, especially regarding plans to build NPP in Indonesia. Thus, the purpose of this study is to develop a Nuclear Safety Culture that considers the national cultural values or themes that are believed to exist today and are also expected to happen in the future. As an initial study, this paper applies a qualitative and descriptive method with a comparative approach using secondary data from national and international credible sources. This study found five national cultural values that might influence the implementation of Nuclear Safety Culture in Indonesia. The five values are: ‘gotong royong’, democracy, diversity, trust, and harmony. This study concludes that the development of the concept of Country-Specific Nuclear Safety Culture for Indonesia may adapt IAEA standards for the characteristics by incorporating various relevant traits and attributes from established countries in implementing Nuclear Safety Culture and taking into account Indonesia's cultural values or themes.
