Investigation on the Application of Nuclear Emergency Preparedness Regulations: Yogyakarta Special Region Case Study
Significant advancements in the application of nuclear technology have been made in Indonesia for several purposes, including the country’s energy demands. There are nuclear facilities in Sleman Regency, Yogyakarta Special Region, which is Kartini Reactor, and several laboratories that use radioactive material. It is necessary to reduce any radiation risks associated with these facilities to maintain the safety of radiation workers, society, and the environment surrounding the facility. Therefore, in compliance with the regulation, it is necessary to ensure the availability of a sufficient nuclear emergency preparedness system in the Yogyakarta Special Region. In this study, the investigation of the application of nuclear emergency preparedness regulation was carried out by performing regulatory mapping and a literature review. Identification and screening of national regulations that are the legal basis for implementing nuclear emergency preparedness up to the regional government level were carried out using the PRIMA-SR method with modifications according to the characteristics of the regulations. The regulatory mapping was conducted by comparing the national regulation framework with the local regulation to find the critical gap regarding the implementation of emergency preparedness response. Based on that study, there is a gap between the existing regulations at the national level and the implementation regulations at the regional level, where the radiation risk assessment is still missing from the implementation at the regional and national level. The implementation regulations at the regional level of Yogyakarta Special Region may utilize the results of the radiation hazard analysis and nuclear emergency preparedness program as an initial basis for creating a regional and national disaster management plan. For that purpose, it is recommended that collaboration among all Yogyakarta regional disaster management and nuclear licensees and academicians has to be pursued.
